Nuestros políticos, padres de dicho sistema de gobierno sea que lo reconozcan o no, sea por su participación o responsabilidades, son incapaces de ponerse de acuerdo sobre cómo denominar a ese Gobierno o periodo de gobierno.<br />
<br />
¿Le sorprende? Recuerde que esto nace de una decisión sobre el concepto que se usaría en los textos escolares dirigidos a estudiantes de sexto básico o menores.<br />
<br />
De quienes forjaron regímenes de odio que justificaron la violencia sobre otros, yo al menos, no podría esperar una discusión constructiva acerca de sus participaciones ni responsabilidades sobre lo que ocurrió. Baste como ejemplo que ninguno de los actuales personeros políticos involucrados en la espiral de odio acentuada desde fines de los 60 y que pone una tregua dudosa a partir del 89 está retirado de la política. ¿Y usted pretende que haya un acuerdo sobre un nombre?<br />
<br />
Piénselo de nuevo, esa gente que se beneficia de que usted tenga un voto duro, o sea, que no exista posibilidad de que vote por el otro bando, ¿usted cree que tiene voluntad de acordar o pensar cuál es el mejor término para que pedagógicamente un estudiante de 11 años comprenda al máximo lo ocurrido?<br />
<br />
Si hablaramos de alguna clase de empresa privada de las que paga impuestos, estaríamos hablando de un grosero conflicto de interés. Pero no ocurre y, mientras, no hay pedagogos opinando sobre que se comprende mejor a esa edad ni por qué el encasillamiento en esos dos conceptos solamente. ¿No le parece que "gobierno <a href="http://buscon.rae.es/draeI/SrvltConsulta?TIPO_BUS=3&LEMA=militar">militar</a>" per se ya dice que el gobierno no es normal? ¿No le parece que <a href="http://buscon.rae.es/draeI/SrvltConsulta?TIPO_BUS=3&LEMA=dictadura">dictadura</a> es un término blando, pues intrínsecamente no incluye los temas de derechos humanos? ¿No la parece que siguiendo la misma línea, <a href="http://buscon.rae.es/draeI/SrvltConsulta?TIPO_BUS=3&LEMA=tiran%C3%ADa">tiranía</a> era un mejor término?<br />

Again, in a clumsy political move, left-opposition fiercely criticised Government decision to introduce an amendment to replace the 1973-1990 government description as a "military regime" instead of a "dictatorship".<br />
<br />
Beyond the lack of communicational skills to handle the issue and the high-emotional involvement of some politicians who suffer directly the consequences at that time, there is a total neglect to educational issues on the matter benefiting political and maybe electoral purposes.<br />
<br />
In fact, not a single person has yet mentioned if one of the two concepts are easily understandable for children 11 years old or less, nor anyone pointed if an abstract term is better to be used to teach about democracy and to avoid human-rights violation of any kind.<br />
<br />
Anyway, you couldn't expect something better than that after revisiting political debates prior to elections in this country. They're much centered on mounting differences to avoid left-right votes movility, making easier to campaign without making any commitments.<br />

- that <a href="http://diario.latercera.com/2011/03/30/01/contenido/pais/31-64080-9-el-31-de-los-colegios-municipales-podria-despedir-a-profesores-peor-evaluados.shtml">1/3 of teachers failed</a> the <a href="http://www.docentemas.cl/dm_sistema_eng.php">National Teacher Evalution</a>?<br />

- you can't sack a teacher who didn't pass the <a href="http://www.docentemas.cl/dm_sistema_eng.php">National Teacher Evalution</a>? Well, <a href="http://www.colegiodeprofesores.cl/index.php?id=740:mineduc-destaca-capacidad-de-despido-a-malos-resultados-en-evaluacion-docente&option=com_content&view=article">you can but only 5% of them</a>.<br />

- <a href="http://www.programainicia.cl/ed05.html">most recently graduated teachers (59%) fail more than 50% to questions related to teaching knowledge</a>? I mean no specific knowledge like Maths, it is knowledge on how to teach.<br />

Esta vez, no defenderé que cada cual es libre de obligarse con un préstamo o crédito y habiendo distintos prestadores o prestamistas, el resultado del pago de la obligación, sería por ende, de responsabilidad exclusiva de quien pide el dinero.<br />
<br />
Y no lo haré, porque esa nota viene a remarcar precisamente condiciones de baja competitividad en el sistema de préstamo o crédito de dinero a las personas. Ernesto Benado es claro también y nos dice que "<a href="http://www.elmostrador.cl/opinion/2011/07/07/tasa-maxima-usura-legalizada-y-origen-de-todos-los-problemas/">Chile es el único país en el mundo que permite, legalmente, cobrar 50% de interés anual, con una inflación que no llega al 4%</a>".<br />
<br />
Y también habla de malas prácticas. Bueno, las mismas que nos traen a este tema por el bullado caso de La Polar, el que tratándose de problemas serios en la administración y eventualmente crímenes contra los intereses de la empresas y contra las autoridades financieras, resulta que termina por revelar esta falta de competitividad que hace tan rentable el negocio de prestar.<br />
<br />
Esta vez, hay que dar una vuelta y revisar si efectivamente se cumplen condiciones de mercado, antes de llanamente responsabilisar a quienes tomaron créditos y deuda.<br />

After this, FASA Ahumada admited collusion with the other two, SalcoBrand and CruzVerde, agreeing to pay a fine of just US$ 1 million, while the others risk a fine of US$ 15 million.<br /><br />A total success for the empowered Anti-Trust organism and still a very unconfortable situation for the three pharma chains.<br /><br />The article on <a href="http://www.reuters.com/article/governmentFilingsNews/idUSN2541043120090325">Reuters</a> and <a href="http://online.wsj.com/article/BT-CO-20090325-713472.html">WSJ</a>.<br /><br />--- o---<br /><br />El bullado escándalo de la colusión de las farmacios, detallado notablemente en este <a href="http://ciperchile.cl/2009/04/09/el-dossier-del-caso-farmacias-asi-se-subieron-los-precios-segun-fasa/">artículo de CIPER</a>, ha detonado una serie de situaciones que van desde la paranoia extrema hasta la hilaridad, en un hecho que sin duda es condenable.<br /><br />Lo concreto es que <a href="http://www.farmaciasahumada.cl/fasaonline/fasa/general/index.htm">FASA Ahumada</a> reconoció la colusión y llegó a un acuerdo para declarar esto con la <a href="http://fne.cl/">Fiscalía Nacional Económica FNE</a>, aportando antecedentes de como ocurrió esto en conjunto con <a href="http://www.salcobrand.cl/">SalcoBrand</a> y <a href="http://www.cruzverde.cl/">CruzVerde</a>. Gracias a esto, <a href="http://www.farmaciasahumada.cl/fasaonline/fasa/general/index.htm">FASA</a> aseguró que la multa por declararse culpable llegara sólo a US$ 1 millón, mientras que las restantes cadenas arriesgan un máximo de US$ 15 millones.<br /><br />Comentar sobre lo malo de la colusión me parece un exceso. Sin embargo, el sinfín de otros comentarios en este llamado a que el mercado funcione adecuadamente me parece llamativo: crear una farmacia estatal (!?), que el Gobierno fije los precios de medicamentos (!?), que el mercado está muy concentrado (como si no fueran los que usan esas farmacias los que colaboran en ello y, además, es normal en cualquier mercado que se produzca una concentración de entre 60 a 80% en torno a tres grandes actores), y, un largo etcétera.<br /><br />Pero el <a href="http://www.df.cl/portal2/content/df/ediciones/20090417/cont_110296.html">desconocimiento de los directores</a> y <a href="http://ciperchile.cl/2009/03/26/el-incomodo-momento-que-vivio-pinera-por-su-participacion-en-fasa/">la participación minoritaria de Piñera</a> delatan la profunda ignorancia acerca de la forma en que se administran las grandes empresas en Chile, y además, los vicios de un pobre gobierno corporativo. Chile can assist India in agricultural productivity, consultancy services and several government areas, while Indians can bring their expertise in IT, education, healthcare, training and skill development and software services to the South American country.<br /><br />The Confederation of Indian Industry CII suggested both countries to explore cooperation in mining, manufacturing, railways, leather and textiles, while Indian engineering goods, machinery, and equipment could successfully enter the market. The main trade barriers detected are long distance, information availability, poor conectivity, language, and lack of knowledge on local regulations.<br /><br />It is important to mention that "India and Chile have enjoyed fruitful relations since the early days of Independence. The difficulties estimating the real magnitude and deepness of it just have been adding growing fears to both consumers and investors.<br /><br />In this scenario, governments should as quick as possible to prevent massive job losses. We can still remember the situation over the 30's when nearly 25% of the active persons lose their jobs. Now social security may operate, but in the short term is not enough and the experience shown that urgent action is vital to avoid harm to families and misery.<br /><br />In the medium or long term the challenge may be equally tough, but then governments will feel the pressure to promote growth and reduce the programmes, now needed, towards labour flexibility. Failing to do so may prevent countries to grow and make the unemployment levels to settle on higher figures.<br /><br />---o---<br /><br />En estos días, en que muchos de nuestros analistas figuran pendientes a cualquier vaivén en indicadores económicos, me parece necesario repasar algunos conceptos básicos, para evitar la desesperación en que nos tratan de sumir.<br /><br />Primero, la crisis comenzó hace tiempo, un par de años pudieramos decir, basta revisar los ajustes en la industria de la madera durante 2007. Lo que ahora vemos son sus efectos en las distintas economías mundiales, además de la propagación del pánico en un mundo cada vez más interrelacionado. Sí, pánico o, usando una palabra aún más cercana, miedo.<br /><br />Esto es bastante fácil de entender. Cualquiera que no tenga certeza de lo que ocurrirá con su trabajo, tomará alguna medida de prevención, ahorrará o evitará gastos en lujos, etc. Los mismo ocurre a nivel de inversiones. Pero el problema es que esa cautela a nivel de consumo doméstico y de inversión de capitales genera un efecto en cadena. Dado que hay una condición negativa y de incerteza, prefiero no arriesgarme entrando a consumir o invertir, lo cual a su vez agranda el problema y se ingresa a una espiral.<br /><br />Lo segundo es que, parte de las "verdades" del ciclo económico, es que cuando se destruye riqueza vamos a tener que enfrentar un mayor desempleo. En condiciones normales, esto no es un gran problema y, al contrario, incentiva a un mejor desempeño, tanto en el trabajo como en las inversiones. Pero esta crisis nos lleva a un escenario lejano al normal, sólo superado por la crisis de los 30' cuando el desempleo masivo llegó a capturar un cuarto de población activa y se contrajo la economía estadounidense en también una cuarta parte.<br /><br />El problema esta vez, es que sí habrá un gran desempleo y afectará mayormente a las economías en las cuales no hay una red de protección social. El concepto mismo genera un debate intenso, pero en este escenario, sin importar la figura, los gobiernos deberían concentrarse en la mantención y generación de algún tipo de empleo en el corto plazo. Esto de forma de mantener el consumo doméstico, pero, sobre todo, para mantener a las familias que serán fuertemente afectadas en la pérdida de ingresos. En definitiva, esto se trata de combatir la miseria.<br /><br />Pero insisto, en el corto plazo, el foco es apoyar al máximo el empleo. Luego, el desafío es también grande para desactivar estas ayudas de emergencia y promover la competitividad, incentivando el empleo (y no el desempleo) con una estructura de trabajo más flexible, que premie a los mejores y las buenas iniciativas. This trait is normally considered a flaw, however, it is extremely necessary while managing or just playing politics. The reason is really simple and has to do with the necessary ability of a leader to react to new environments or conditions.<br /><br />A rational person, something really diffcult to establish, should always change its mind if the appearing opportunity could lead to a greater benefit. And this could be easily associated with Machiavelli's principle about the end justify the means (not all, by the way).<br /><br />Therefore, the difficult aim is to set shared values to stick to, while the rest and less important things could be more or less easily adapted, while deciding and prioritising. This is probably one differentiating skills amongst poor leader and politicians compared with the succesful ones.<br /><br />And what a great example we had in Chile these days. Our President visited Cuba, with the most famous socialist-comunist dictatorship of this era, with several issues including poverty, human rights, censorship, etc. But the coalition in our Government is supposed to be against all of that, and despite that our President met the former dictator Castro, who in turn wrote a series of opinion agains the Chilean interests and avoiding to address any criticism on the Cuban regime.<br /><br />After this, there is no doubt that our President and the people who is leading Chile will not have the same position to discuss on the mentioned issues, and also lose credibility at an unprecedent level. Esta vez, sobre un tópico que siempre me ha interesado: la consecuencia.<br /><br /><br />En realidad, debería decir inconsecuencia. Aunque normalmente se le considera un defecto, se trata de una habilidad extremadamente necesaria para dirigir o hacer política. Y la razón es muy simple, pues esto tiene que ver con la capacidad de un líder de hacer lo que sea necesario en nuevos contextos o variaciones del entorno.<br /><br />Una persona racional (sin discutir mucho al respecto), debería siempre modificar sus decisiones cuando las condiciones muestran que el beneficio a obtener es superior a lo antiguamente estimado. Y esto, puede ser a su vez asociado con el famoso "fin justifica los medios" de Maquiavelo (¡no todos!).<br /><br />Luego, el problema que como desarrollar una visión o valores comunes a un grupo, para poder ceñirse a ellos y, así, adaptarse más o menos fácilmente al cambio en todo lo demás, decidiendo y priorizando. Esta debe ser una de las grandes diferencias entre un político o líder mediocre y los que realmente son exitosos.<br /><br />A propósito, que excelente ejemplo tenemos en Chile estos días. Nuestra Presidente visitó Cuba, la más famosa dictadura socialista-comunista de nuestro tiempo, lo cual incluye problema como la extrema pobreza, derechos humanos, censura, entre muchos otros. Details of the measure could be found on statistical institutions for each country.<br /><br />In Chile, inflation is reaching the 10% level, far from the 3% target and will be not anchored at that level this year nor the next one.<br /><br />The consequences in macroeconomics terms are widely discussed, but in simple social terms we shall be clear: high inflation means more poverty and higher inequalities. Poor people will be the most affected and medium class in the country, which receives no government aids, will be even more struck by this phenomena. Como se mide, depende de las instituciones que realizan las encuestas.<br /><br />En Chile, la inflación alcanzó el nivel de 10%, lejos de la meta de 3% del Banco Central y no se espera que éste ni el próximo año se recupere ese nivel.<br /><br />Las consecuencias macroeconómicas son ampliamente discutidas, pero con las consecuencias sociales debemos ser claros: alta inflación significa más pobreza y mayores desigualdades. La gente pobre será muy afectada, pero la clase media que no recibe ayudas gubernamentales será aún más afectada. Now, the idea is to pass a law that enable a person to authorise the access to that information, based on the idea that each person has the ownership of his own data.<br /><br />The problem then is simple. Each interested party will request the data and the incentive for people with positive records, that means people with low debt level and always paying on time, is to obtain financial instrument with low risk prime. On the other hand, people with not so good records will afford higher risk primes, whether if they inform about their past track records or if they decide to forbid acces to their data.<br /><br />In conclusion, a reform that promotes empowerment, but only generates bureaucracy.<br /><br />---o---<br /><br />De cada tanto en tanto, aparecen críticas respecto al uso de la información comercial por parte de bancos y tiendas del retail. Ahora, el gobierno promueve una idea que permite a la gente ser dueña de sus datos y, entonces, que sean ellos quienes decidan acerca del flujo de su información.<br /><br />Ahora bien, el problema es simple. Las empresas interesadas en estos datos los pedirán a las personas y quienes posean un registro positivo, o sea bajo nivel de deuda y pagos a tiempo, verán un incentivo traducido en menores intereses en las herramientas financieras para entregar sun información.
